The New York Times is reporting that Apple is in negotiations (again) with studios to offer movies for download on iTunes. This time the chances for a deal seem better, but the issues of pricing and protecting against piracy are holding up the deal. The article indicates that sources close to the negotiations say that Steve Jobs would like to have a deal in place by this Fall.

Jobs would like to price videos that are already out on DVD at $9.99.
